System Performance Measures
The System Performance Final Rule establishes performance measures for the purposes of assessing the Interstate and Non-Interstate National Highway System, freight movement on the Interstate System, traffic congestion, and on-road mobile source emissions. The Federal Highway Administration (FHWA) advises state Departments of Transportation (DOTs) to set realistic targets which are based on analysis of trends and projections of future efforts.
