First reading of updates to the Uniform Grading Policy to include Cambridge International courses and all early
postsecondary opportunities including local dual credit and dual enrollment.
B. English as a Second Language (ESL) Program Policy 3.207
First reading of changes to clarify the roles of Response to Intervention and Instruction (RTI2), accommodations
and modifications to ESL services, and lowers the staffing ratio for ESL classrooms.
C. Migrant Education Student Records Policies and Procedures 4.210
First reading of a proposal to delete this policy as requirements are now covered under ESSA, and in
Department guidance.
D. School Counseling Model and Standards Policy 5.103
First reading of policy updates to clarify the implementation timeline for recently adopted school counseling
standards, including an addition of a one-year phase-in.
E. Approved High School Courses Policy 3.205
First reading of an amendment to add new courses and revised course standards for courses within the
Advanced Manufacturing; Ag, Food & Natural Resources; Architecture & Construction, Arts, Audio/Visual
Technology, & Communication; Business Management & Administration, Education & Training, and Distribution
& Logics career clusters. An additional proposal includes a new statewide dual credit course, Introduction to

F. Strategic Compensation Policy 5.600
First reading of a new policy to offer greater clarity and additional information of the qualifications for
differentiated pay plans. This policy will also outline a timeline and process for alternative salary schedule
approval.
G. Public Records Policy 1.500
First reading of a new policy that outlines the procedures and establishes necessary fees for State Board
responses to public records requests.
H. State Board of Education Local Education Agency (LEA) Policies
First reading of the policies required by state and federal law for the State Board to serve as the LEA for any
charter schools it authorizes.
III. Action Items (Final Reading)
A. Approved High School Courses Policy 3.205
Final reading of new and updated courses within Health Science, Human Services, Information Technology,
and Marketing career clusters. The new and revised course standards are better aligned with postsecondary
pathways, incorporate added instructional rigor, and reflect the competitive employment demands of our state.
These changes will go into effect for the 2017-18 school year. Attachment 1, Attachment 2, Attachment 3, and
Attachment 4.
B. Non-Public School Approval Process Rule 0520-07-02
Final reading of an item to update this rule to remove category VI from the list of non-public school categories,
remove references to private pre-k programs as they are approved by DHS, and to make other clarifying changes.
C. Pupil Transportation Rule 0520-01-05
Final reading of an item to update this policy by removing out of date content and aligning the policy to legislation
passed during the 2016 General Assembly.
D. Tennessee Learning Centered Leadership Policy 5.101
Final reading of revisions to better align licensure for instructional leaders with the teacher licensure process. In
addition, the revisions put in place renewal requirements for individuals not serving in an instructional leader
capacity. There have been no changes since first reading.
E. Educator Licensure Rule 0520-02-03
Final reading of revisions to better align licensure for instructional leaders with the teacher licensure process. In
addition, the revisions put in place renewal requirements for individuals not serving in an instructional leader
capacity.

Final reading of revisions to better align licensure for instructional leaders with the teacher licensure process. In
addition, the revisions put in place renewal requirements for individuals not serving in an instructional leader |
capacity.
G. Educator Preparation Policy 5.504
Final reading of recommendations for new Literacy Standards for Educator Preparation providers. The new
standards will replace current reading standards for educator preparation providers. The new standards are
aligned with current expectations related to literacy instruction in Tennessee schools. In addition, the standards
expand requirements across almost all areas of endorsement.
H. School Attendance Policy 4.100
Final reading to revise the existing policy 4.100 Guidelines for Exemption from Compulsory Attendance Policy to
reflect statutory requirements for compulsory attendance, exemptions from compulsory attendance and
excused absences. The new name proposed for the revised policy is the School Attendance Policy. There have
been no changes since first reading.
I. Guidelines for Out of School Experiences Policy 3.203
Final reading to remove this policy which is outdated and now covered by the work based learning section of the
High School Policy. There have been no changes since first reading.
J. School Safety Policy 2.300
Final reading of item to delete this policy which is outdated and superseded by the Schools Against Violence in
Education (SAVE) Act. There have been no changes since first reading.
K. Model Drug Testing Policy 4.201
Final reading of item to update out of date provisions of this policy. There have been no changes since first
reading.
L. Earthquake Plan Policy 2.304
Final reading of item to remove this policy which is outdated and incorporated in the State Board rule for
multi-hazard emergency operations plan. There have been no changes since first reading.
M. Special Courses Policy 3.201
Final read item to update this policy to revise the process for special course renewal. There have been no
changes since first reading.
N. Leave for Teachers Rule 0520-01-02-.04
Final read item to remove outdated reference to career ladder evaluator professional leave. There have been
no changes since first reading.
O. Fiscal Accountability Standards Rule 0520-01-02-.13
Final read item to update outdated sections of the fiscal accountability rule. There have been no changes
since first reading.
P. Approval of Textbooks Rule 0520-01-02-.15
Final read item to delete this rule which is now covered by State Board rule 0520-05-01, Policies of Tennessee
State Textbook Commission. There have been no changes since first reading.
Q. Two-Way Communications Systems Policy 2.301
Final reading of an item to remove this policy since schools no longer use Two-Way Communications Systems
as part of their emergency preparedness plans. This policy is no longer needed. There have been no changes
since first reading.
R. Special Education Programs and Services Rule 0520-01-09-.11
Final reading of an item to revise the guidelines and standards for determining program eligibility criteria,
evaluation procedures, and evaluation participants to better align to updated clinical disability definitions and
best practices, and allow for improved portability between states in regards to eligibility. These revisions are the
result of recommendations from a disability task force that convened on March 15, 2016, to review each
disability category. THIS ITEM WAS REMOVED AT THE MEETING
S. Standards for Special Education Evaluation & Eligibility
Final reading of an item to revise the guidelines and standards for determining program eligibility criteria,
evaluation procedures, and evaluation participants to better align to updated clinical disability definitions and

U. Standards for School Administered Child Care Programs Rule 0520-12-01
Final reading of change to comply with federal/state laws and more recent State Board rules.
V. Individual Education Account (IEA) Program Rule 0520-01-11
Final reading to update State Board of Education rule for the IEA Program to align with the state law in regards
to student eligibility, and clarify the appeals procedures to specify that the Department has to provide notice
of denials of applications and removal from the IEA Program electronically and via USPS, and must provide
notice of other types of denials and pre-authorization requests electronically only.
W. State Board of Education 2017 Master Plan
Final reading of the 2017 Master Plan outlining the Board’s strategic priorities, goals, and policy levers.
X. Charter Agreement for Green Dot Charter High School
Final reading of the charter agreement between the State Board of Education and Green Dot Public Schools
Tennessee, the governing body for Green Dot Charter High School.
IV. Tennessee Student Assistance Corporation (TSAC) Default Actions

Final reading of an item to conduct TSAC related suspensions on a rolling basis, until such time as the
automatic suspension provision of the updated teacher disciplinary rule (as passed in October, 2016) takes
