A. SBE Educator Preparation and Licensure Study Committee Meeting – January 27, 2022
Study Committee Chair Lillian Hartgrove will provide an oral report on the discussion of the January 27, 2022 Educator Preparation and Licensure Study Committee.
B. Appointment of Members to 2022 Study Committees
Item to appoint State Board members to the study committees of the Board, including appointing Chairs of each study committee.

First reading of item to update and clarify the Board’s processes regarding settlement authority.
B. Universal Student Screeners and State Adopted Benchmark Assessments Rule 0520-01-03-.15
First reading of item to establish a process for removing vendors from the approved screener list should they fail to meet the requirements set forth in rule.
C. School Attendance Policy 4.100
First reading of item to update the policy based on Public Chapter 116 of 2021.
D. Professional Assessments for Tennessee Educators Policy 5.105
First reading of item to remove a scheduled increase in required cut scores on the edTPA pedagogical assessment and make other clerical revisions.
E. Civil Rights Compliance Rule 0520-12-04
First reading of item to promulgate rules on the department’s Office of Civil Rights procedures to ensure compliance with Title VI of the Civil Rights Act of 1964 and Title IX of the Education Amendments of 1972.
F. Educator Licensure Rule 0520-02-03 Sections -.05 & -.11
First reading of item to revise licensure issuance, renewal, and advancement requirements for K-3 teachers pursuant to the Literacy Success Act. Revisions include requiring K-3 teachers to demonstrate knowledge and skills in foundational literacy skills by submitting qualifying scores on an approved literacy assessment or completing approved professional development activities. The changes will apply to candidates beginning in August 2023.
G. Strategic Compensation Policy 5.600
First reading of item to add clarification on the timeline by which vacancy data must be submitted to the Department of Education for approval of differentiated pay plans.
H. Special Education Program & Services Rule 0520-01-09-.05 and -.15
First reading of item to clarify evaluation timelines and meeting notification timelines for students with disabilities.
I. Career Exploration, Awareness, & Advising Course Standards
First reading of item of revised course standards for Career Exploration and new course standards in Career Awareness, and career Advising. All courses have been created in collaboration with postsecondary faculty, industry representatives, and middle school counselors. These changes will go into effect for the 2022-23 school year.

IV. Action Items (Final Reading)
A. LEA Teacher Training Program Rules 0520-02-07
Final reading of new rule to establish requirements for LEA Teacher Training Programs pursuant to Public Chapter 571 (2021). There has been one revision since first reading.
B. Statewide Dual Credit Course Approval – World History Course Standards
Final reading of revisions to course standards for Statewide Dual Credit World History based on revisions provided by the Tennessee Board of Regents. There have been no changes to this item since first reading.
C. Special Education Programs and Services Rule 0520-01-09-.02, .23, and .24
Final reading of item to add requirements for conducting Functional Behavioral Assessments (FBAs) and developing Behavior Intervention Plans (BIPs) for students with disabilities. This item also revises sections of the rule to align with Public chapter 134 of the 2021 legislative session. There have been changes to this item since first reading.
D. STEM/STEAM Standards Framework for Grades K-5
Final reading of item to approve new and revised K-5 STEM/STEAM course standards which have been created in collaboration with postsecondary faculty, industry representatives, and K-5 teachers. These changes will go into effect for the 2022-23 school year. There have been changes to this item since first reading.
E. Residential Mental Health Facilities Rule 0520-01-20
Final reading of item to create new Residential Mental Health Facilities Rule pursuant to Public Chapter 589 of the 2021 legislative session. The rule establishes procedures for approving educational programs or instructional services provided by out-of-state residential mental health facilities. There have been changes to this item since first reading.
F. Charter School Authorizer Evaluations 2021 Outcomes
First and final reading of item to approve the results of the annual charter authorizer evaluation process for Hamilton County, Knox County, and Shelby County.
G. Educator Preparation Providers (EPP) and Specialty Area Program (SAP) Approvals
First and final reading of EPP/SAP approval recommendations.
