Federal Surplus
The Department of General Services, through its Vehicle and Asset Management (VAM) division and Federal Surplus Team, manages Tennessee's federal surplus property program. As the State Agency for Surplus Property (SASP), we facilitate the equitable distribution of federal surplus property to eligible participants.
We work in partnership with the U.S. General Services Administration (GSA) to coordinate property transfers to eligible Tennessee entities. As a direct donation state, we do not maintain federal property inventory. All acquired federal property is subject to nominal fees based on the original acquisition cost.
Public Agencies
Eligible public agencies include:
- State government departments and divisions
- Political subdivisions of states
- Cities and counties
- Local government units
- Economic development districts
Qualified Organizations
Organizations must be nonprofit and tax-exempt under section 501 of the Federal Internal Revenue Code and use the property to aid education or public health. Eligible organizations include:
- Medical institutions and hospitals
- Health centers and clinics
- Drug abuse treatment centers
- Schools, colleges, and universities
- Schools for the intellectually and developmentally disabled
- Childcare centers
- Educational radio and television stations
- Museums and libraries
Veteran-Owned Small Businesses (VOSBs)
VOSBs must be certified through the Veterans Small Business Certification (VetCert) program. The certification process verifies eligibility according to Title 38 CFR Part 74 and 13 CFR Part 125.

1. Personal Property Management System (PPMS)
State representatives manage the PPMS through the VAM Federal Surplus team. Access requires coordination with these representatives.

2. GSA Auctions
Open to the public, GSA Auctions allows direct bidding on surplus federal property. No intermediary is required.

3. Computers for Learning Program
This program provides computer equipment to schools at no cost except transportation fees. Schools can browse available items based on geographical area.

After your application is reviewed, you can request view-only access to Federal Surplus property by contacting VOSB.surplus@tn.gov. All surplus property sales or donation requests must be submitted to this same email address.
