  • NRS22.286 - Jordan Blevins proposes to install 476 feet of gabion baskets for erosion abatement and construct a concrete sidewalk/ramp that extends three feet below normal summer pool elevation on Boone Reservoir in Piney Flats (Sullivan County). Construction will be during winter pool elevation.
  • NRS22.304 - Isha Foundation proposes construction of a residential and mixed-use commercial development requiring five stream crossings totaling 180 feet of stream encapsulation of miscellaneous tributaries of Spring Creek and Rocky Fork in McMinnville (Warren County).
  • NRS23.120 - Insurance Auto Auctions, Inc proposes to fill 0.14 acres of wetland to develop a vehicle auction facility in Millington (Shelby County). Compensatory mitigation will be provided by purchasing 0.28 credits from West Tennessee Wetland Mitigation Bank.
  • NRS23.129 - Rockland-269 LLC proposes 0.48 acres of wetland fill and 80 feet of stream encapsulation for a residential development in Portland (Sumner County). Compensatory mitigation will be through purchasing 1.08 credits from the Tennessee Wildlife Federation’s In-Lieu Fee program.
  • NRS23.145 - The Tennessee Wildlife Resources Agency proposes to install rip rap to stabilize 570 feet of actively eroding streambank on the Roaring River in Gainesboro (Jackson County).
  • NRS23.157 - Blount County proposes to encapsulate 394 feet of Springfield Branch and fill 0.05 acres of wetland to redevelop the Eagleton Ballpark. Compensatory mitigation for stream impacts will be through purchase of 138 functional feet credits from Cave Spring Mitigation Bank. Wetland impacts are de minimis and mitigation is not required.
  • NRS23.191 - The Tennessee Department of Transportation proposes to impact 599 feet of stream channel and permanently fill 0.413 acres of wetland while improving State Route 93 in Sullivan County. Stream impacts will be mitigated by purchasing 5.85 credits from Shady Valley Stream and Wetland Mitigation Bank. Wetland impacts will be mitigated by purchasing 0.83 credits from Shady Valley Stream and Wetland Mitigation Bank.
  • NRS23.209 - Lakeland School System proposes encapsulation of 75 feet of stream and 15 feet of stream loss on Scotts Creek for a road crossing as part of a common plan of development on Lions Crest Drive (Shelby County). Loss of 64.5 functional feet of stream will be offset through a credit purchase from Rossville Mitigation Bank.
  • NRS23.224 - Davey Resources Group proposes stream and wetland restoration along 15,803 feet of Little Poor Valley Creek and unnamed tributaries in Rogersville (Hawkins County). Approximately 23.7 acres of wetland will be restored and 4.7 acres of wetland will be enhanced. Alterations are associated with development of the Pressman Mitigation Bank.

  • NRS23.140 - The City of Memphis proposes construction of a floating barge docking structure and four mooring cells with truss towers for support and jetting around existing mooring arms in the Mississippi River in Memphis (Shelby County). Existing rip rap will be used as stabilization for new construction installation as necessary.
  • NRS23.141 - TC Energy proposes temporary impacts to 0.58 acres of wetland in Michie (McNairy County) for maintenance activities via open trench cut and horizontal directional drilling. Temporary impacts will be restored to pre-existing conditions.
  • NRS23.184 - Putnam County proposes development of a Remembrance Park associated with the Patton House in Cookeville. The proposed project would impact 0.3 acres of wetland. Mitigation would be through purchase of 0.6 wetland credits from the Roaring Paunch Wetland Mitigation Bank.
  • NRS23.194 - The Tennessee Department of Transportation proposes impacts to three streams and one wetland in Chester County for replacement of bridges over South Fork Forked Deer River and tributaries on State Route 100. Stream impacts do not require mitigation. Loss of 3.111 acres of wetland will be offset through purchase of 6.22 credits from the Madison County Mitigation Bank.

  • NRS23.183 - The Tennessee Department of Transportation proposes permanent impacts to 56.3 feet of two unnamed tributaries to Crooked Creek for replacement of an undersized system of catch basins and culverts beneath King’s Storage and State Route 52 in Jamestown (Fentress County). No stream length loss is proposed.
  • NRS23.228 - Columbia Power and Water Systems is seeking to revoke its permit (NRS18.285) for withdrawal of up to 20 million gallons a day from the Duck River near river mile 134 and proposes issuance of a new permit that would renew the existing withdrawal and include construction of a new intake near river mile 100 capable of providing 32 million gallons per day. The new intake would supply water to a proposed new 12 million gallons per day water treatment plant and to the existing water treatment plant, operating in tandem with the existing intake to withdraw up to 32 million gallons per day. A Public Hearing will be held on October 19 at 5:00 PM central time related to these proposed activities.

  • TNG830000: Notice of Public Hearing for General Permit - The general permit is to authorize Discharges of treated groundwater associated with underground storage tank (UST) remediation. TNG830000 Permit
  • NRS22.100 - The City of Knoxville proposes to fill 626 feet of Third Creek and construct 570 feet of stream channel while widening Pleasant Ridge Road (Knox County). The functional lift associated with the replacement channel will offset the resource value loss associated with the construction of 33.8 feet of culvert and the placement of 388 feet of rip rap.
  • NRS22.279 - Christopher Blocker proposes the expansion of a pond impounding an unnamed tributary to Brush Creek (Washington County) that naturally sinks to groundwater within the proposed footprint of the expanded pond. Less than two hundred feet of stream will be impacted, including the portion already inundated by the pond.
  • NRS23.044 - The US Forest Service proposes the replacement of stream crossings in the North and South Zone of the Cherokee National Forest with structures designed with a minimum span of the bankfull stream width matching the streambed gradient and eliminating perched outlets. USFS Stream Simulation Design Methodology will be applied to crossings in streams with brook trout, threatened and endangered species, regional foresters’ sensitive species, or Cherokee National Forest Species of Viability Concern.
  • NRS23.080 - The Tennessee Department of Transportation proposes 175 feet of impacts to Polebridge Creek, 0.153 acres of permanent wetland impacts, and 0.110 acres of temporary wetland impacts to construct the State Route 30 Industrial Access Road serving Southern Valley Farms near Summer City (Bledsoe County). Wetland mitigation will be through the purchase of 0.306 credits from the Sequatchie Valley Wetland Mitigation Bank.
  • NRS23.132 - The Belle Meade Country Club proposes the excavation of three impounded sections of Richland Creek (Davidson County) totaling approximately 1,800 feet. Materials will be excavated to the limestone substrate and transported for off-site disposal. Additional proposed work is the stabilization of three segments of streambank totaling 120 feet using knitted polyethylene mesh.
  • NRS23.136 - The Hillsville Utility District proposes an open-trench crossing of an unnamed tributary to Hunt Creek and three emergent wetlands for the replacement of approximately 8,000 feet of waterline along Highway 41 in Coffee County.
  • NRS23.180 - The Jackson County Highway Department proposes stabilization of approximately 240 feet of eroding streambank on Doe Creek to protect the integrity of Doe Creek Lane in Gainsboro. Reaches of 60 feet, 85 feet and 95 feet will be stabilized with rip rap revetment.
  • NRS23.181 - The Jackson County Highway Department proposes stabilization of approximately 420 feet of streambank on Hurricane Branch utilizing a combination of bank sloping and rip rap to protect the integrity of Hurricane Branch Lane in Gainsboro. Three reaches measuring 185 feet, 60 feet, and 175 feet will be stabilized with rip rap revetment.

  • NRS23.078 - The City of Memphis proposes impacts to the Mississippi River near Greenbelt Landing (Mud Island Road, Shelby County) for the construction of a boat ramp and installation of seven deadman anchors along the bank for cruise line docking.
  • NRS23.087 - Robert Toole proposes the installation of a 10-foot by 40-foot gravel boat ramp in the Holston River in Mascot (Knox County), including 200 feet of rip rap bank stabilization. No mitigation for the activity is necessary as the impacts are considered de minimis.
  • NRS23.101 - The Tennessee Department of Transportation proposes permanent impacts to 99 feet of tributaries to the Hiwassee River for culvert replacement on State Route 60 at Log Mile 1.60 in Birchwood, Meigs, and Hamilton County. The 11.7 feet of stream length loss will be compensated through credit purchases from the Oostanaula Stream Mitigation Bank.
  • NRS23.109 - Sevierville Public Works proposes stabilization of approximately 300 feet of eroding streambank on the Little Pigeon River in Sevierville (Sevier County).
  • TND0002302 - Continental Cement Company proposes dredging of approximately 6,350 cubic yards of sediment from McKellar Lake at the applicant’s facility in Memphis (Shelby County). Dredged materials will be deposited in contained disposal sites via a floating pipeline on nearby Treasure Island.

  • NRS23.125 - The Gardens RV Village proposes maintenance dredging of three ponds on The Gardens Drive in Crossville (Cumberland County). A maximum of 2,500 cubic yards of dredged material will be pumped into filter bags for dewatering and placed in upland locations near each pond.
  • NRS23.152 - Eric Barnes proposes to install an armored plunge pool to replace a scour pool and stabilize a head cut in Ford Creek near Delmar Salts Road in Gray (Washington County). The work will also increase aquatic organism passage.
  • NRS23.159 - The Tennessee Department of Transportation proposes permanent impacts to two unnamed tributaries to Big Muddy Creek for widening of State Route 222 near Campground Road (Haywood County). Existing culverts on STR-4 and STR-5 will be extended for a combined 7.6 feet of stream loss. No mitigation is required.

  • NRS22.192 Notice of Determination and response to comments. In response to the May 30, 2023 Public Notice and July 6, 2023 Public Hearing, the Division of Water Resources has issued NRS22.192 for stream and wetland impacts associated with the Tennessee Gas Pipeline Company, LLC’s construction of the Cumberland Pipeline project in Dickson, Houston, and Stewart Counties.   • NRS22.109 - Beckwith Station, LLC proposes 595.8 feet of impacts (313.8 functional feet) to encapsulate unnamed tributaries to Sullivan Branch and fill 0.12 acres of wetlands for commercial development in Mt. Juliet (Wilson County). Loss of stream function will be offset through purchase of 262 credits from Brady Branch Stream Mitigation Bank and 51.8 credits from Gleason Creek Mitigation Bank. Wetland impacts will be offset through purchase of 0.27 credits from Tennessee Mitigation Fund in the Middle Cumberland River Service Area.
  • NRS23.026 - Costco Wholesale proposes construction of a warehouse, requiring fill of 1.06-acres of wetland in Mt. Juliet (Wilson County). Compensatory mitigation will be through purchase of 2.65 off-site mitigation credits from the Gleason Creek Stream and Wetland Mitigation Bank in the Caney Fork River watershed.
  • NRS23.066 - The Town of Decatur proposes construction of a water intake in the Tennessee River with a withdrawal rate of 1,736 gallons per minute to obtain up to 2.5 million gallons per day for public water supply.
  • NRS23.067 - LaGuardo Utility District proposes temporary impacts to 0.01 acres of wetland and ten streams in Lebanon (Wilson County) for the installation of ductile iron water line via open trench cut and horizontal directional drilling. Temporary impacts will be restored to pre-existing conditions.
  • NRS23.187 - The Town of Woodbury conducted dredging in the East Fork Stones River (Cannon County) to avoid disruption of water flow to the Woodbury Water System. Dredging was limited to approximately 4,500 cubic yards. This permit was issued as an emergency permit and the activity has already occurred, but comments are being accepted.

  • NRS21.012 - Harvester, LLC proposes to fill 328 feet of an unnamed tributary to Hollis Creek and fill 0.45 acres of wetland for the construction of a service station at the intersection of TN-49 and Joe Dowlen Road near Pleasantview and Coopertown (Robertson County). Mitigation for 193.5 functional feet of stream will be through the purchase of 290.25 mitigation credits from Brady Branch Mitigation Bank. Wetland impacts will be offset through the purchase of 1.01 credits from the Tennessee Mitigation Fund in the Lower Cumberland River Service Area.
  • NRS22.186 - SB Barton Village TN Sub LLC proposes to construct four three-sided span bridges over two streams with wing walls into wetlands and six span bridges over three wetlands. Ten utility line crossings over three streams and 13 crossings over eight wetlands will be directionally bored. The proposed impacts are for residential housing on South Hartman Drive near Lebanon (Wilson County).

  • NRS23.024 - The Tennessee Department of Transportation proposes permittee-responsible mitigation on Dobbs Branch near Lynbrook Avenue (Chattanooga, Hamilton County) for impacts associated with TDOT PIN 112524.01 and PIN 130296.00. The project will establish a meandering channel with natural substrate, replacing 1,102 feet of concrete-lined stream.

  • NRS22.269 - The Loudon Utilities Board proposes to increase water withdrawal from the Tennessee River to 26 million gallons per day through an existing intake for public water supply. 
  • NRS23.070 - First Industrial Acquisitions II, LLC proposes to impact 234 feet of an unnamed tributary to Percy Priest Reservoir near Maddox Road (Wilson County) through culvert installation and filling 0.2 acres of wetland for development of a commercial warehouse. Compensatory mitigation for stream impacts will be through purchasing 249 credits from Neely’s Bend Mitigation Bank. Impacts to wetlands do no exceed de minimis and no mitigation is required. 
  • NRS23.095 - The Tennessee Department of Transportation proposes to impact 420 feet of three unnamed tributaries to Maxwell Branch (relocation, realignment, culvert replacement, and culvert extension) for safety improvements to Baxter Road and Ditty Road and construction of an access road to a manufacturing facility in Baxter (Putnam County).
  • NRS23.133 - ATMOS Energy Corporation proposes to install high-density polyethylene natural gas pipeline along Fly Road and McFarlin Road in Nolensville (Williamson County) crossing a stream and wetland by open cut trenching and crossing two streams by horizontal directional drilling.

  • NRS23.082 - The Tennessee Department of Transportation proposes to impact 56 feet of Cove Creek through construction of reinforced concrete pipe, junction box and end wall and filling 0.04 acres of wetland while improving State Route 63 (Howard Baker Highway) at the intersection of State Route 297 and Old State Route 63 to west of Stinking Creek Road. Compensatory mitigation will be provided by purchasing 56.82 ratio-based credits from Shady Valley Mitigation Bank.
  • NRS23.092 - The City of Germantown proposes to replace trapezoidal, U-shaped, and V-shaped concrete-lined channels with 3,836 feet of U-shaped concrete channel from Bekah Road to Hollow Fork Road (Shelby County). The project includes replacement of 1,181 feet of six road crossings with new box culverts. No mitigation is required as the activity is replacement of existing structures.

  • NRS22.275 - Curry Aldridge proposes removal of a 161-foot retaining wall and fixed 24-foot by 47-foot concrete dock on Chickamauga Reservoir in Soddy Daisy (Hamilton County). A 161-foot block retaining wall will be constructed in the same location. Work will be conducted during winter pool elevation.
  • NRS22.305 - Crazy Diamond Properties proposes development of a 200-unit storage facility on Hulon Ferrell Road (Highway 56) in Baxter/Bloomington Springs (Putnam County). The applicant proposes to purchase 0.84 wetland credits from the Roaring Paunch Wetland Mitigation Bank for the proposed permanent impacts to 0.42 acres of wetland.
  • NRS23.006 - The Tennessee Wildlife Resources Agency proposes removal of the Harms Mill Dam and installation of a boat ramp. The purpose of the project is to restore a segment of the Elk River that has been impacted by impoundment and provide emergency services and recreational users access to the river.
  • NRS23.078 - The City of Memphis proposes impacts to the Mississippi River near Greenbelt Landing (Mud Island Road, Shelby County) for construction of a boat ramp and installation of seven deadman anchors along the bank for cruise line docking.
  • NRS23.090 - MRW Environmental proposes stream and wetland impacts associated with Development of the Gleason Creek Mitigation Bank near Sparta (White County). Impacts include restoration of 4,335 feet of Gleason Creek and two unnamed tributaries, and restoration of 29 acres of wetland.
  • NRS23.134 - The City of Memphis applied for an emergency permit for up to 0.96 acres of temporary wetland impact near Riverport Road (Shelby County). An Aquatic Resource Alteration Permit was issued on May 31, 2023 for work associated with repair of a damaged sewer line and sink hole which resulted in a public safety hazard.

  • NRS22.331 - The Tennessee Department of Transportation proposes permanent impacts to 0.24 acres of wetland and 395 feet of stream, and relocation of 459 feet of stream into a 438-foot channel for expansion of the Interstate 75 interchange at Hamilton Place Boulevard in Chattanooga (Hamilton County). Mitigation will be provided through a compensatory mitigation credit purchase from the Oostanaula Mitigation Bank.
