The Northeast Correctional Complex (NECX), located in Mountain City, is a time building prison with a close-custody designation.  Opened in 1990, the facility has an operating capacity of 1,395 inmates and houses male offenders with custody levels ranging from minimum to close custody.  NECX employs over 500 people and has maintained accreditation through the American Correctional Association since 1993.

NECX offers a variety of evidence-based programs to meet the rehabilitative needs of offenders.  Offenders have access to Adult Basic Education (ABE) and Higher Education Equivalency (HiSET) prep courses along with multiple vocational programs.  Vocational programs include Welding, Core Carpentry I & II, Core Electrical I & II, Core HVAC and Refrigeration, Core Masonry I & II, Core Plumbing I & II, and Core Construction.  To address the behavioral health needs of inmates, NECX offers cognitive behavior intervention, substance use group therapy, substance use aftercare, and workforce development.

Through community partnerships, NECX offers:

  • Computer Information Technology, Industrial Electricity, and Masonry through Tennessee College of Applied Technology (TCAT)
  • Associate degree program in business administration through Northeast State Community College

Offenders not involved in academic or vocational programs are required to work in support service roles throughout the prison including landscaping, janitorial services, or food services.
